I signed for a new car loan for a friend in Sacramento, CA to help her build her credit. The car payment is 60 days late and she won't pay or turn over car to me. 

Question Details:i have been in contact with lender letting them know i have been searching for car and i would be more than willing to pay the back payments of 1000 dollars to keep my credit in good standing! i just want the car or for it to get refied in another person's name. Can i file civil suit? Do I need a lawyer? How much would a lawyer charge?

It may be hard to sue her if you were the only signor on the contract.  You could possibly sue her under a breach of an oral contract if she assured you orally that she would make all payments.  You would in essence be acting as a guarantor of the contract.  You would be on the hook for her payments but under the oral contract you could sue her for your damages.
